Background
SUMMARY STATEMENT:
The scope of this project includes replacement of an existing card reader system within the Public Safety Building (Police Department) and the expansion of card reader access systems to Town Hall and the Public Works / Engineering Building. These systems will be compatible with the recently installed card reader system at the Court Building. The new system will also be compatible with the Town Hall alarm system. Benefits include active access management control organization wide for greater security and prevent the re-keying of locks when an employee leaves the organization. The system will be installed and operational by the end of this fiscal year.
The current card reader system utilized in the Public Safety Building was installed in 1997. In FY2014 the town was notified by the current card reader hardware/software provider, Honeywell, that the system utilized will no longer be supported and replacement parts will be discontinued. Over the past two years maintenance staff responds to malfunctioning devices approximately once a month.
In addition to replacing the Public Safety Building system, this project will also include the installation of new card reader systems at Town Hall and the Public Works / Engineering Building. Generally, all exterior doors for both buildings will now be accessible with a card instead of a hard key. Some interior doors have also been identified such as the finance department, the post office, and the attorney’s office.
The Town will be utilizing a Cooperative Purchasing agreement from an existing Federal Contract with Clark Security, allowing us to take advantage of the Federal Government’s economies of scale. Clark Security was selected by through a competitive qualifications and cost based process in accordance with Federal Requirements.
BUDGETARY IMPACT:
This item is included in the FY2015-16 Capital Improvement Plan with a budgeted amount of $200,000. This construction cost is $159,994.28 with a 10% contingency of $16,000.00. The approval of this contract will cost the town $175,994.28.
