Authorize Mayor Collins to execute the AZ AFIS agreement.

Background

 

SUMMARY STATEMENT:

In April 2014, the Automated Fingerprint Identification System (AFIS) booking installation was completed.  In May 2014, the officers were trained and the AFIS began to be used regularly to submit fingerprints of arrestees to the AZ DPS via the connection with the Maricopa County Sheriff’s Office (MCSO). 

 

The use of the AFIS is governed by an IGA between the Maricopa County, the MCSO, and the Town of Paradise Valley.  Although the system has been implemented for over two years, no agreement was signed at the time the system was implemented. 

 

There is no cost to signing the agreement and the agreement continues perpetually, unless either party terminates.  Termination would give a thirty (30) day notice to the other entities. 

 

After signing of this agreement, PVPD shall:

1.                     Agrees and recognizes the use of information received is solely to establish the identity of individuals using AZAFIS technology.

2.                     Understands that the MCSO as an AZAFIS FAST site must comply with all AZAFIS rules, policies, and procedures regarding the security of the AZAFIS system.

3.                     Agrees to assume full responsibility for the lawful use of any released information obtained as a result of an AZAFIS transaction.

4.                     Will provide a contact person's (or persons') name, telephone number and/or pager/cellular number who can be reached twenty-four hours a day, seven days a week for the purpose of receiving the results of any Ten Print or Latent processing inquiries.

5.                     Authorizes the MCSO to enter the originating agency identifier (ORI) in all fields where

specified by AZAFIS policies and procedures.

6.                     Submitting Ten Prints to the AFIS/Fingerprint Section electronically.

 

BUDGETARY IMPACT:

There is no budgetary impact to signing this agreement.  This is a non-financial agreement.
