RECOMMENDATION:

Recommendation

Receive and file 2015 IT Strategic Plan

Background

SUMMARY STATEMENT:

Staff presented the findings of the IT Strategic Plan during the January 28, 2016 Study Session.

The Town’s Administration and Government Affairs Department developed and published an RFQ for Information Technology Strategic Planning services in June 2014. The successful vendor, Mindboard, Inc. (Sterling, VA), began the defined scope of work in February 2015. Initial findings were presented to Town staff in June 2015, with a comprehensive report delivered in October 2015.

Mindboard was requested to conduct an organization-wide technology needs assessment, review current job assignments within the Information Technology group, analyze customer service and performance metrics, identify technology resources that do not match current industry standards, provide a general recommendation of emerging technologies and sustainable technology practices applicable to the Town’s structure and vision, develop suggested operating procedures to best ensure the successful implementation and sustainment of the recommended strategic plan, and identify training and development opportunities for technology staff. A “gap” analysis and recommended solutions are a key component to the final report.

Staff has already taken action, as appropriate, on several recommendations in the report that were included in the current FY budget, and have identified solutions in the proposed FY 16/17 budget in support of long-range recommendations.

BUDGETARY IMPACT:

Comprehensive strategic plans such as this are key assets for informed decision making, helping us to understand the true costs of technology, both one-time and ongoing.  In some cases, identification of risk allows staff to offset potential future costs.  Some of the findings are currently being implemented at no additional costs.  Others are being considered as part of the FY 2017 budget.
