It is recommended that Town Council authorizes the Town Manager to execute an agreement (by purchase order) with Motorola Solutions Inc. for the Development of a Public Safety Radio Communications Facility; in an amount not to exceed $2,108,000 plus taxes.

Background

 

SUMMARY STATEMENT:

As part of the Town’s IGA with the City of Phoenix Fire Department for fire service, the Town is required to upgrade its radio communication for public safety.  The Town entered into an intergovernmental agreement in September 2012 with over 19 other governmental agencies to be part of a regional public safety radio communications system (the Regional Wireless Cooperative Network or RWC).  The RWC system allows the Town to use the existing sites of other RWC members to enhance the Town’s radio coverage capabilities in a cost effective manner as well as increasing the communication capabilities of first responders from other agencies who reply to calls for service within the Paradise Valley area.

 

Working with the RWC and City of Phoenix Fire Department, an antenna site and general building location had initially been identified and acquisition of that site approved by the Town Council’s adoption of Resolution No. 1279 in June 2013.  However, for technical and financial reasons, a new site became necessary and the acquisition of that site was approved pursuant to Resolution No. 1338, adopted June 11, 2015.  The new site was selected after careful consideration of several site factors including a direct line of site to other RWC sites for network connectivity, equipment building serviceability, and constructability of the best overall site for public safety radio communication coverage.

 

The next step in the process is to finish design of the new site and construction of the civil improvements for the new site. In June of 2015 the Town Council approved the purchase of the radio equipment for both the new site equipment building and the police radio consoles within the PD Dispatch and associated new handheld radios.  The civil construction improvements are what is included in this award.  This approval of this item will include the following services:

 

                     Motorola pre-construction, design and construction services along with the associated project management

 

The pricing is based upon the negotiated terms between Maricopa County and Motorola Solutions, Inc. (Contract #12030). The contract is for a term of ten (10) years, beginning in June 2013 and ending June 2023. The Town Council has previously authorized staff to explore the use of cooperative purchasing opportunities pursuant to Resolution No. 1205. In addition to using the base terms of Contract 12030, the purchase order incorporates the Statement of Work for the specific products and services contained in the Paradise Valley Communications Site Proposal from Motorola Solutions.

 

It is respectfully recommended that the Town Council authorize the Town Manager to execute an agreement (by purchase order) with Motorola Solutions Inc. for the Development of a Public Safety Radio Communications Facility; in an amount not to exceed $2,108,000 plus taxes.

 

BUDGETARY IMPACT:

Award of this contract will cost the town $2,108,000 plus taxes.
