Authorize the Town Manager to execute funding agreements with the community services organizations listed in the Action Report in the total amount of $37,000.
Background
SUMMARY STATEMENT:
The Town of Paradise Valley has awarded funding to various community service organizations benefitting the Town, its residents, and the broader community since 1986. In 2009, the Council created a Human Services Funding Committee and adopted funding guidelines. In 2014, the Council adopted a resolution renaming the committee, amending the policy to broaden the definition of eligible organizations, and clarified the process by which funds are awarded.
In March, organizations who had received funding in the past were invited to submit grant applications. In addition, the Town issued a press release and posted information on social media platforms. The Maricopa Association of Governments also distributed information about the Town’s funding opportunity to their human service agency email distribution list. The Town received four applications by the March 31 deadline. The Council budgeted a total of $50,000 for FY 2015-16 and received $37,000 in requests.
A group made up of Council Member Stanton, Council Member Bien-Willner, and Town Manager Burke met on April 28 to the review the applications. The Town Manager recommends awarding funding to the following organizations.

Arizona Center for Nature Conservation - ZooReach Scholarship Program
ZooReach was created in 1992 to provide classroom field trips, educational programs, Night Camp, Camp Zoo, classroom programs and animal visits to schools. The visits are combined with active learning opportunities to teach students critical thinking skills. Paradise Valley funds would be used to supplement programs planned for the Scottsdale Unified School District in general, but the applicant has committed to reaching out to Kiva and Cherokee Elementary Schools in particular.
Central Arizona Shelter Services provides emergency shelter for single adults and families, employment services, veterans’ services, housing services, and referrals to other community agencies. CASS leverages funds provided by Paradise Valley and other communities in order to sustain regional services for the homeless. A contribution of $25,000 is recommended for the CASS Regional Emergency Shelter Services.
Circle the City is a non-profit community health organization dedicated to providing holistic healthcare to homeless men, women, and children in Maricopa County. Their services include a medical respite center for the homeless, a family health center for outpatient care, and a mobile medical clinic.
Scottsdale Sister Cities Association offers a student foreign exchange program. Students from Paradise Valley and Scottsdale have participated in the program for 45 years, placing students in Alamos, Cairns, Kingston, Interlaken, Haikou, and Marrakech. Funding from the Town would help to offset operational costs associated with the exchange.
BUDGETARY IMPACT:
The Town Council budgeted $50,000 for community services funding this fiscal year. The remaining $13,000 will go back to the General Fund.
