Approve the Citizen Review Plan for the Major General Plan Amendment application located on the triangular parcel located at the northwest corner of the Northern Avenue alignment and Scottsdale Road.
Background
SUMMARY STATEMENT:
Doug Jorden, P.C., on behalf of Town Triangle, L.L.C., has filed a Major General Plan Amendment application to change the land use designation from "Low Density Residential" to "Medium Density Residential" on a 4.4-acre property located at the northwest corner of the Northern Avenue alignment and Scottsdale Road (Parcel No. 174-36-002X). This is the undeveloped triangular property adjoining the Camelback Golf Club, Indian Bend Wash, and Scottsdale Road. Changing the land use designation to Medium Density Residential will allow for the property owner to apply for a text amendment to the Zoning Ordinance and rezoning to the R-10 Single-Family Residential District.
The applicant's Citizen Review Plan includes inviting all property owners within 1,000 feet of the perimeter of the property to a neighborhood meeting regarding the Major General Plan Amendment request. At the neighborhood meeting, materials will be provided explaining the request. Applicant and owner representatives will provide information about the proposed request. Meeting attendees will be asked to fill out a sign-in sheet and comment cards at the meeting. There may be follow-up neighborhood meetings and contacts, if necessary. The applicant will prepare and submit a Citizen Review Report summarizing the process and how residents' concerns will be addressed.
Because Article 2 of the Town Code currently does not address Citizen Review plans for General Plan Amendments, staff must abide by State Statutes which require Council approval of the applicant's Citizen Review Plan. If Council approves the Citizen Review Plan the applicant will host a neighborhood meeting sometime before the Planning Commission Public Hearing. The applicant's Citizen Review Plan refers to a tentative Planning Commission hearing date of September 20, 2016. The actual hearing date may be different depending on the Planning Commission’s review schedule
Approval of the Citizen Review Plan is not an approval of the applicant’s request for a Major General Plan amendment. Approval is only for the citizen review process as outlined in the attached Citizen Review Plan. This review process is in addition to any of the typical noticing required by the Town. This typical noticing includes newspaper advertising, property posting, and property owner mailing notification within a 1,000-foot radius for all scheduled hearings where action may occur by the Planning Commission and/or Town Council.
