Recommendation
Authorize the Town Manager to execute the construction contract with Achen Gardner Construction, LLC in the amount not to exceed $281,842.96 and waive the 14-day contract execution wait period.
Background

SUMMARY STATEMENT:
Per the Town's Intergovernmental Agreement with the City of Scottsdale for Wastewater Treatment, the Town is in the process of completing year four of a five-year sanitary sewer assessment program. The sewer assessment program consists of the inspection and numerical ranking of all sewer pipes and manholes. For sewer pipes, a camera is run through the pipe and a video is taken. The video is then reviewed, and the pipe is given a numerical ranking based on its condition. Based on the numerical ranking of the sewer pipes a maintenance program can be developed. Town staff are notified of any immediate repairs needed and notified of any ductile iron sewer pipe found. The harsh sewer environment will corrode ductile iron pipe over time which may result in structural failures. As such, all ductile iron pipe identified, regardless of condition, will be lined with a cast in place pipe compatible for use in sanitary sewers.

The sewer assessment program recently identified six locations with ductile iron pipe. Three of the locations need immediate repairs. The recommended repair is to line the sanitary sewer with a cast in place pipe. This is consistent with recommendations from the City of Scottsdale Water Resources Department staff.
