SUMMARY STATEMENT:

Since 2016, Town Council and staff members have had various conversations related to the billing of Paradise Valley residents who are connected to the Phoenix sewer system.  As with many municipalities, Phoenix assesses its sewer rates based upon average water consumption during the winter months. Such rate structures take into account that only a percentage of water consumption is recovered through the sewer system, but use that methodology to determine the incremental distribution of costs to rate payers. 

 

Certain Paradise Valley residents have expressed concern that because Paradise Valley lots are considerably larger than those of the average Phoenix property, the volumetric charges are disproportionate, and that coupled with the 50% nonresident surcharge Paradise Valley residents’ Phoenix sewer charges are excessive.  While the rate structure is determined by the City of Phoenix, there are certain things that Paradise Valley residents can do to reduce their sewer costs.  Staff will discuss the calculation of sewer fees based on winter consumption and the appeals process to help residents make informed decisions that might impact their sewer bills.
